I teach 1 on 1 self rescue swim lessons to children 6 months to 6 years ( sometimes older). I teach in my heated pool in Mesa. Lessons are held Monday-Thursday for 10 minutes each day for 6-8 weeks. Drowning is the leading cause of death in children under 4. With ISR lessons, students learn to swim, roll back and float to rest, and swim again in order to reach the exit of the pool.

Arizona Empowerment Scholarship Account (ESA) funds cover swim lessons as physical education when the instructor or swim school is credentialed and the lessons are structured and recurring. In Arizona's climate — where water safety is genuinely non-optional — swim lessons are one of the most-approved PE line items on ESA.

What Clears

  • Group swim lessons at a swim school (Aqua-Tots, Goldfish Swim School, British Swim School, Hubbard Family Swim School, city / municipal programs, etc.)
  • Private swim lessons with a credentialed instructor (Red Cross WSI, Starfish Aquatics, USA Swimming coach, ASCA)
  • Homeschool daytime swim PE blocks at community pools
  • Competitive stroke technique lessons billed as instruction

What Gets Denied

  • Swim-team season dues and meet fees (league fees)
  • Family pool memberships (family benefit fails student-primary test)
  • Swimsuits and goggles as everyday apparel
  • Water-park entry and open-swim day passes

The distinguisher is again instruction. A swim lesson block is educational; a family pool membership is recreation.

How Payment Works

Two paths, same as every other ESA expense:

  1. ClassWallet Direct Pay — most large Arizona swim schools are registered ClassWallet vendors
  2. Reimbursement with the itemized invoice from independent instructors or municipal programs

If you're using a municipal program (Chandler Aquatics, City of Phoenix Parks, etc.), the receipt from the parks department is usually sufficient for reimbursement.

  • Private swim lessons (30 min, 1:1): $30–$60 per session
  • Semi-private (2:1): $25–$40 per swimmer per session

Adaptive & Therapeutic Swim

For students with sensory needs or physical disabilities, adaptive swim programs and aquatic therapy from a licensed PT are covered at the higher tier — usually under the therapy category rather than PE. Aquatic therapy from a licensed PT is the same submission pattern as any other PT session; keep the plan of care and the itemized invoice.
