Yes — ABA Is an Approved Arizona ESA Expense
The Arizona Department of Education's ESA Parent Handbook lists educational therapies delivered by licensed professionals as an allowable category. Behavior-analytic services fall inside that category alongside speech, OT, and PT when:
- The clinician is a BCBA credentialed by the Behavior Analyst Certification Board (or an RBT working under BCBA supervision), and
- The behavior plan targets skills tied to the student's education — attention, task-completion, social-communication for group learning, self-regulation, functional communication.
Documentation ClassWallet Wants to See
ABA gets more scrutiny than speech or OT because sessions are longer and dollar amounts are larger. Keep the paperwork clean:
- Written behavior plan or assessment (typically an FBA) from the BCBA listing goals tied to the education plan
- Itemized invoices showing session date, duration, CPT-style service code or plain-English description, and provider credential
- Progress notes or a quarterly summary the family can produce on request
Insurance-billed hours can't also be ESA-billed. If insurance is covering ABA, ESA can pay for the uncovered portion (copays, uncovered goals like parent training, or extended hours beyond the insurance authorization) — just document what's being billed to whom.
How to Pay Your BCBA With ESA
Two paths, same as every other ESA expense:
