Still have ESA questions?

Ask the Arizona ESA Assistant - a chat grounded in ADE policy, ClassWallet rules, and Arizona homeschool law. Try one of these, or type your own.

Not legal, tax, or financial advice. Always confirm current rules with the Arizona Department of Education.

Step 1: Confirm eligibility

Every K-12 Arizona resident qualifies. See ESA Eligibility for the full rules. If you're claiming a disability tier, gather your MET/IEP or private evaluation now.

Step 2: Gather documents

  • Birth certificate or passport (each student)
  • Proof of Arizona residency (utility bill, lease, mortgage, or AZ driver's license)
  • Parent/guardian ID
  • Disability documentation if applicable (MET, IEP, 504, or private eval)

Step 3: Create an ADEConnect account

Go to azed.gov/esa and click the ESA application link. You'll create an ADEConnect parent account with your email. Save the credentials — you'll use this login for the life of your ESA.

Step 4: Submit the online application

Fill out the online form, upload your documents, choose your school year, and submit. The system will let you know if anything is missing before final submission. Save your confirmation number.

Step 5: Wait for approval (30-45 days)

Standard processing runs about 30-45 days from a complete application. Disability-tier reviews add another 2-4 weeks. If you're missing a document, ADE will email you — respond quickly to avoid restart delays.

Step 6: Sign the ESA contract

Once approved, you'll receive contract signing instructions. Signing the contract withdraws your public-school enrollment and any homeschool affidavit — you're now an ESA scholarship recipient under Arizona Department of Education rules.

Step 7: Set up ClassWallet

You'll receive an invite to ClassWallet, the platform that manages your ESA spending. Create your account, link a bank for reimbursements, and familiarize yourself with the marketplace and direct-pay flow.

Step 8: File your first quarterly report

Your first quarterly expense report unlocks your first funding deposit. No report, no money. Set a calendar reminder — quarterly reports are due even in quarters where you spent little.

Application timing at a glance

  • Applying for fall start: submit by June 1 for August funding
  • Applying mid-year: funds prorate from your contract signing date
  • Renewing next year: automatic renewal with a signed annual contract — you do not reapply from scratch

Frequently asked questions

How do I apply for the Arizona ESA?

You apply through the ADEConnect ESA portal at azed.gov/esa. You'll create a parent account, upload proof of residency and student documents, choose a school year, and sign the ESA contract. Approval typically takes 30-45 days.

When should I apply for ESA?

You can apply any time of year — enrollment is continuous. For a fall start, most families apply between March and June to have funds ready by August. If you apply mid-year, funds prorate from your contract start date.

How long does approval take?

Standard processing is 30-45 days from a complete application. Missing or unclear documents extend that timeline. If you claim a disability tier, expect an additional 2-4 weeks for MET/IEP review.

What documents do I need?

Birth certificate or passport for each student, proof of Arizona residency (utility bill, lease, mortgage, or driver's license), and parent/guardian ID. For a disability tier: current MET, IEP, 504 plan, or private evaluation.

Do I have to withdraw from public school first?

You sign an intent to withdraw when you submit the ESA contract. Your effective withdrawal date is your contract signing date. Coordinate with your current school so their records match — they'll need to release the student.

What happens after I'm approved?

You'll receive contract signing instructions, a ClassWallet account invitation, and your first-quarter funding schedule. Your first deposit arrives after you file your first quarterly expense report — you cannot use the money before that report is in.

Can I apply mid-year?

Yes. Applications are accepted year-round. Mid-year approvals prorate your annual funding from the contract start date forward. Q3 and Q4 deposits proceed on the normal schedule.

What if my application is denied?

You'll receive a written reason. Common issues: unclear residency proof, missing student documentation, unresolved public-school enrollment. Most denials are fixable — respond with the corrected document and the application is reprocessed. You can also appeal formally.

Can I apply for multiple children at once?

Yes. One parent account can enroll multiple students. Each child gets an individual ESA account and separate contract, but you manage them under one parent login.

Where is the official application?

The official portal is at azed.gov/esa. Never enter your documents into third-party sites claiming to "process" ESA — the state processes applications directly at no cost.
