- Individual tutors need at least a high school diploma (or equivalent). That's the whole bar for a person tutoring your child one-on-one.
- Tutoring businesses and platforms need accreditation or a signed attestation that their instructors meet the qualification requirements.
- Out-of-state tutors are fine. The ESA rules restrict who you can pay (no parents or immediate family), not where the tutor lives. A certified specialist in another state is just as eligible as one down the street.

What does not qualify: paying yourself to teach your own child, and paying an immediate family member. Those rules apply online exactly as they do in person.
How Payment Works With a Remote Tutor
All ESA money moves through ClassWallet, and distance changes nothing about the mechanics. There are two paths:
Direct pay (cleanest). If your online tutor is a registered ClassWallet vendor, you request payment in the portal, they invoice, and ClassWallet pays them directly. You never touch the money. Many national online tutors and platforms are already registered because so many Arizona families use them.
Reimbursement. You pay the tutor yourself, then submit for reimbursement with an itemized invoice. The invoice must show:
